This patch fixes:
- a firmware problem when configuring an Intel Agilex ES device with
  P-Tile transceivers in CvP mode, when the CvP_CONFDONE signal fails
  to assert and the device does not enter user mode.
- the incorrect number of adaptive logic modules (ALMs) reported in
  the Device Selector and Chip Planner for Intel Agilex AGFA012 and
  AGFB012 devices by changing the ALM count from 222,990 to 399,500.

Caution - You must either have previously installed the
          Quartus Prime 20.2 software or must
          install the Quartus Prime 20.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
